Presidency of the HJPC BiH
The Rules of Procedure of the High Judicial and Prosecutorial Council of Bosnia and Herzegovina (HJPC BiH/Council) regulate the organization and work of the HJPC BiH.
The Presidency consists of the President, two Vice-Presidents of the HJPC BiH and other members of the HJPC BiH who work in the HJPC BiH on a full-time basis.
The Presidency has the following tasks and responsibilities:
- supervises the performance of all activities of the Secretariat. Supervision is carried out, among other things, through regular meetings of the Collegium, meetings with the Director and Deputy Director, and through regular reports of the Secretariat;
- monitors the implementation of the decisions of the Council and ensures that the Secretariat applies appropriate reporting procedures;
- monitors the implementation of the HJPC BiH Strategy, ensures that the Secretariat applies appropriate and regular reporting procedures to the Council, and proposes to the Council any necessary changes to the Strategy;
- analyzes the HJPC BiH budget proposal and prepares the final proposal to be adopted by the Council;
- approves requests for budget rebalances for projects financed by donors;
- monitors the execution of the Council’s budget and the execution of donor funds, and ensures that the Secretariat applies appropriate and regular reporting procedures to the Council;
- considers the draft Annual Report of the HJPC BiH and submits the draft to the Council for adoption;
- monitors the working conditions and internal working environment in the Secretariat and the Office of the Disciplinary Prosecutor and reports thereon to the Council once a year;
- proposes the annual plan of Council sessions to be adopted by the Council;
- adopts a detailed manual for the preparation of Council sessions and the execution of Council decisions upon the proposal of the Deputy Director;
- approves the annual vacation plan for the Chief Disciplinary Prosecutor, Director and Deputy Director;
- adopts the annual vacation plan for members of the Presidency to be submitted to the Council;
- decides on the allocation of office space in the HJPC BiH after consultations with the Director, Deputy Director and Chief Disciplinary Prosecutor.
- The Presidency decides by consensus. If consensus is not reached, the HJPC BiH decides. Members of the Presidency may decide that a certain member of the Presidency is responsible for specific tasks included in the above-mentioned list of duties and responsibilities.
The members of the Presidency also have collective responsibility for the performance of their duties and meet to consider and decide on important issues.
The Presidency reports to the HJPC BiH in writing on its activities every three months. The report is prepared by the Head of the Cabinet. In addition, the President and Vice-Presidents submit a report on their activities at the Council session.
