New Monitoring Mechanism to Enhance Coordination of Justice Reform and Donor Support
The High Judicial and Prosecutorial Council of Bosnia and Herzegovina (HJPC BiH) has taken an important step toward enhancing accountability, transparency, and coordination in judicial reform by officially approving the Monitoring Mechanism of the Donor Contributions and Reform Programme Action Plan.
This Mechanism, developed with the support of the EU funded EU4Justice project, was previously endorsed by the HJPC BiH and today presented by Hajro Pošković, Deputy Director of the HJPC Secretariat, during a working meeting with key domestic and international stakeholders. EU4Justice experts contributed to the better understanding of the current state of play by presenting a preliminary mapping and ad hoc analysis of donors' contributions. They also presented an overview of the policy and legal basis, as well as the 2024 data on the implementation of the HJPC BiH Reform Programme Action Plan.
Mechanism is a strategic tool of the HJPC BiH, aimed at improving the effective use of donor support in line with judicial reform priorities. It supports the HJPC's commitment to ensuring that all donor-funded initiatives are clearly aligned with the Reform Agenda and contribute to meaningful, sustainable results for the judicial system.
From a donor perspective, the Mechanism offers a transparent overview of contributions and outcomes, reinforcing the shared goal of translating international assistance into tangible improvements for the justice sector in BiH. Through enhanced coordination, the Mechanism will help avoid overlaps, identify synergies, and foster more efficient use of resources. Built on a solid legal framework and policy framework, and supported by an integrated information system, the Mechanism enables continuous monitoring, evaluation and reporting on the implementation of the HJPC Reform Programme Action Plan. It also provides a platform for structured dialogue between the HJPC, donors and civil society.
